Resident Opportunities and Self-Sufficiency (ROSS) Program

The Resident Opportunities and Self-Sufficiency (ROSS) Program at the Housing Authority of the County of Chester is designed to empower residents by connecting them with the tools and support they need to become self-sufficient and reach their personal and professional goals.

Our ROSS Service Coordinator works directly with public housing residents to help them access resources in areas such as:

  • Employment and Job Training
  • Education and GED Programs
  • Financial Literacy and Budgeting
  • Health and Wellness Services
  • Childcare and Youth Programs
  • Transportation Assistance
  • Homeownership Preparation

Whether you’re looking to improve your career prospects, go back to school, build your credit, or get connected with community services, the ROSS program is here to help you every step of the way.

We aim to support residents in building a stable and prosperous future by providing personalized service coordination and fostering long-term partnerships with local organizations.
