Housing Choice Voucher (HCV) / Section 8 Program FAQ's
This program provides rental assistance to low-income families in privately owned housing units.
What is Housing Choice?
Housing Choice is HACC’s Section 8 voucher program. It’s a federally subsidized housing program, monitored by the U.S. Department of Housing and Urban Development (HUD), that provides rental assistance to low-income families in the private market. Section 8 was established as a stepping-stone for tenants to achieve self-sufficiency.
Is HACC accepting applications for the Housing Choice Voucher Program?
The HCV waiting list is currently closed. HACC is not accepting new applications at this time. The public will be notified through TV, radio, print advertising, and on this website when the waiting list reopens.
Who is eligible for the Housing Choice program?

How is my rent portion determined?
Tenants typically pay a portion of their monthly adjusted income towards rent, and HUD subsidies cover the difference. Generally, tenants will not pay more than 30% of their adjusted monthly income toward rent.
Who pays the rent to the landlord?
HACC pays the housing subsidy portion directly to the landlord each month. The tenant pays their portion of the rent directly to the landlord.
Are Housing Choice participants tenants of HACC?
No. Participants in the Housing Choice program are tenants of the private property owner/landlord. HACC administers the program, and participants have access to HACC programs designed to encourage self-sufficiency and homeownership.
Can a landlord evict me if I don’t pay my portion of the rent?
Yes. The lease is an agreement between you and the landlord. The landlord may file for eviction if you do not pay your portion of the rent on time.
Public Housing Program FAQ's
This program provides federally funded rental assistance at properties owned and managed by HACC.
What’s the difference between the Housing Choice Voucher (HCV) program and Public Housing?
Public Housing: HACC is the landlord, and the rental assistance is tied directly to the unit you live in.
HCV (Section 8): You are issued a voucher to find a unit with a private landlord who accepts the program.
Who can apply for Public Housing?
HACC accepts applications from both market-rate renters and those needing rental assistance. All applicants are screened according to HUD and HACC policies, which includes background checks (criminal, credit, sex offender, and landlord).
Do I have to have income to apply for Public Housing?
Yes. You must have a source of income to demonstrate you can pay utilities and the minimum rent. This can include employment income, child support, Social Security, TANF, etc.
How do I apply for Public Housing?
You can obtain an application by clicking the “Apply Here” tab on our website. Please note, the application must be printed, filled out completely, and returned to our office via mail, fax, or in person. Applications cannot be submitted electronically.
What happens after I submit my application?
Once your completed application is received, you will be placed on the waiting list according to the date, time, and any applicable preferences (e.g., for disabled, working, or local families). It is your responsibility to report any changes to your address, phone number, or household income while you are on the waiting list.
Can I refuse a unit that is offered to me?
Refusing a unit that is offered to you may result in your name being removed from the waiting list.

Do you have a portal for residents and landlords?
Yes, residents and landlords can access their accounts and services on our portal here: https://housing.haccnet.org/
What amenities are provided in Public Housing units?
Each unit includes a range (stove), refrigerator, and washer/dryer hook-ups. Free parking is provided for registered vehicles. We also provide on-site maintenance, lawn service, roadway snow removal, and monthly exterminating services.
Can I have pets?
Yes, with certain restrictions. A dog or cat cannot be over 35lbs, must be spayed/neutered, and have up-to-date shots. A pet fee must be paid and all paperwork submitted before the animal is brought into the unit.
