The Housing Authority of the County of Chester is proud to celebrate an outstanding achievement by our Public Housing Department. Under the leadership of Debra Johnson, with the dedication and hard work of Bashairra Henry and Lakeisha Hawkes, HACC has reached a 94.74% recertification rate, exceeding HUD’s requirement and restoring the agency to strong standing.
As HACC CEO and Executive Director Paul Diggs shared, the recertification rate was in the low 60% range when he arrived. Achieving this level of success in a short time is a true reflection of determination, accountability, teamwork, and a deep commitment to residents and compliance. Debra assumed leadership of the Public Housing Department just last year, and the progress made since then has been nothing short of extraordinary.
This achievement strengthens our agency, protects our HUD standing, and ensures continued service to the residents who rely on us. We are incredibly proud of Debra, Bashairra, and Lakeisha, and grateful for the leadership and example they set across HACC.
