How it Works

What is the project based housing choice vouchers program?

If you are fortunate enough to be placed on the waiting list for tenant based Section 8 vouchers you may also be eligible for placement on one of HACC's project based Section 8 voucher lists. Project based vouchers work the same as tenant based except the voucher is tied to a designated housing complex rather than an individual. Any applicant on the HACC tenant based list is entitled to be placed on one of the project lists if they so choose.

How does it work?

If you have applied and are on the Section 8 Tenant Based Waiting List and all members of your household are over 55 years old you will automatically have your name and contact information provided to the individual housing complexes that have project based Section 8 units. The management at those sites will contact you with further information on their housing and will ask if you would like to be placed on their waiting list for that specific site. It is totally voluntary and your name does not have to appear on any project based list if that is your choice. If you are not on the Section 8 Tenant Based Waiting List you may still qualify for the program by going directly to the site and applying. If your name approaches the top of the site list you will be processed for admission to the program if eligible and if a unit is available. Once qualified you must live at the selected housing site. After one year of occupancy, a resident in good standing may move with a tenant based voucher if one is available from the housing authority.

What is the advantage of being on a project based voucher waiting list for a specific site?

You may be housed sooner if you are on a project based list. This may be due to the geography of where the housing complexes are located or it might be associated with specific qualifications that are needed such as age.

What are the qualifications?

As with the tenant based program you family income must be under 50 % of the median income for Chester County. You must meet all of the other criteria for admission to the Section 8 Program plus any specific qualifications which usually relate to such things a minimum age for applicants.

How do I apply?

The wait list is currently open for project based voucher only. You may apply in person at Project-based sites or at the Housing Authority of the County of Chester, 30 W. Barnard St., Suite 2, West Chester, PA 19382. Please scroll down for additional information on each site.
