The mission of the Housing Authority of Chester County is to provide, manage and develop quality affordable housing for individuals and families while promoting self-sufficiency and neighborhood revitalization. This will be achieved through maximizing our resources while always ensuring the financial integrity of the agency. Furthermore, it is our intent to accomplish this through forging the strong partnerships necessary to create innovative solutions to the housing needs of the communities we serve.

Now located at our main office, 30 West Barnard St, Suite 2, West Chester, PA 19382, is a drop box available for tenants and landlords to use for delivery of any required documents. It is located at our front door to the left. Please feel free to use this 24/7 should you have any documents to drop off to us. Please be assured it is completely safe, private and secure.


Rent Relief Program for Chester County Residents

The Housing Authority of Chester County (HACC) has been selected By the State of Pennsylvania to administer a rent relief program for residents who have been impacted financially by the economic slowdown related to the coronavirus pandemic. For details on the program, please see the information from the Pennsylvania Housing Finance Agency (PHFA) website at We urge you to go to that site to see a full explanation of how the program works.

In addition to the assistance from PHFA, the HACC also has been the recipient of funding from the Chester County Commissioner's Office. Those grant funds also can be utilized for rental assistance and for help in paying overdue utility bills if that is needed.

Your first direct step to receive this assistance is to dial in to the 211 system. When the 211 system answers press the # 2 on your telephone to indicate you are calling: "because you are homeless or experiencing a housing crisis". You will be connected to a staff member who will determine your basic eligibility and provide your contact information to HACC. Within three days a HACC representative will contact you and begin the process necessary to provide you with the needed assistance. Do not call HACC directly as we can only process referrals from the 211 system.

Once it is determined that you will likely qualify for help, the necessary forms for landlords and applicants can be supplied by the HACC.

Small Area Fair Market Rent:

Vouchers are very limited in number and have very special requirements. Qualified families/individuals can only get on the waiting list through a referral. You cannot apply directly in person or online for these vouchers.

The HACC is proud to introduce a great learning opportunity for landlords, current voucher holders and those interested in receiving subsidies through the voucher program. We now have an online course that really helps one to become an excellent tenant. It is a wonderful benefit for both the owner and the family or individual who rents the property. As you explore the site you will be pleased to find the wide array of housing options offered through our agency and its affiliated partners. Want to see what we look like? Interior and exterior photographs are provided for each of the public housing sites and those of our partnership properties. It is our intent to provide the best quality housing at an affordable price and to make eligibility for that housing fair and equitable to all.

The site contains direct information and various links that will hopefully answer the questions you may have about the availability of affordable properties in Chester County and how one can access that housing. You will find general information about the HACC along with specific guidance on how to apply for housing and the qualifications needed to become one of our clients through either Section 8 or the public housing program. If either of our waiting lists are open you will be able to apply through a link found at this web address. And the key components of both the Section 8 Housing Choice Voucher and the Public Housing Programs are explained in detail so that you can see the depth and scope of our operations at the agency.

Of course we understand that you may be visiting the HACC site for reasons other than obtaining housing. The latest news releases are included along with notification of important meetings including the monthly sessions of the Housing Authority Board of Commissioners. We have attached copies of key staff produced documents such as the HACC Five Year Plan and my latest report as Executive Director. Public Housing

The Housing Authority of the County of Chester currently has 206 public housing units that it owns and manages as well as 99 public housing units owned by various limited partnerships located throughout Chester County.

In the Borough of West Chester, HACC has a mix of elderly/disabled housing, 85 apartments and one family site of 24 townhouses. In the Borough of Phoenixville, the Authority has one mid-rise apartment building with 50 units for the elderly and disabled.In Oxford, the Authority has one mid-rise with 48 apartments for the elderly and disabled. The 99 other units are located in West Chester (16 family); and Coatesville/S. Coatesville (83).

HCVP (Section 8 Housing)

This program provides eligible persons the opportunity to live in housing in the private sector. For details about this program, please visit HUDs website.

This Authority currently has approximately 1700 vouchers that are assisting families by providing funds to meet a portion of the rental costs of a lease with a private landlord. If you cannot log on to your account, you must send your request in writing to learn your position on the wait list.
